William C. “Jack” Sheehan

William C. “Jack” Sheehan is President, Managing Director of Financial Management Group, a private investment banking, finance, development pro forma and valuation advisory firm.

He has worked as an investment banker and financial executive for over 35 years, and has also served as a project developer, treasurer, and chief financial officer. He has represented public utilities and development companies in the purchase, and sale of generation assets. Provided identification, strategic fit, and valuation of individual and portfolio generation assets. Let due diligence teams, identified and recommended mitigation of issues, and assisted in closing documentation.

Through representation of clients and with the electric industry trade association Northeast Energy and Commerce Association (NECA), he has been a key participant in the deregulation and restructuring of the electric utility market in multiple Northeastern states.

He was the lead advisor to the purchase and redevelopment of a 245 MW natural gas fired combined cycle facility in Massachusetts, lending equity financing, project structuring, including reserve requirements, valuation and support for reliability must run qualification.

Financial Advisor to a 620MW power plant, he complete $1.1billion capital funding. Included the negotiation of a Tolling agreement, precedent agreements for transportation of gas and fuel oil, and fixed price, date and performance guaranteed EPC contract. Project is currently under construction.

In the Alternative Energy Industry he was hired to sell a 3000 ton per day waste to energy facility, including preparing financials, a business plan and a sale strategy, which he implemented. He has also worked with Wte Corporation and Wheelabrator technologies, led the bid for several waste to energy projects and companies over the years.

His involvement has included the NEPOOL Congestion Management System Committee, Transmission Reliability Committee, Massachusetts Renewables Collaborative for Deregulation Legislation, negotiation of Settlement Agreements with New England Electric Companies, Eastern Utilities Associates and Boston Edison Company, as well as advisement on the configuration or financing of roughly 11,000 MW of energy facilities.

Mr. Sheehan has been involved throughout the U.S. in the financial restructuring of major electric utilities, domestic and international debt and equity financings, joint venture arrangements, purchases and sales of electric generation properties, valuation of viable and troubled projects and portfolios, and merchant generation facilities.  He has had roles in the siting and permitting processes of combined-cycle and peaking generation, waste-to-energy, negotiation of 3rd party operating agreements, power purchase contracts, and business partnership arrangements.  He has served as advisor and expert witness for electric generators, developers, investment funds, and banks for project related litigation, troubled project, and bankruptcy financial issues.

Mr. Sheehan serves on the Board of Directors and as President Emeritus of the Northeast Energy and Commerce Association – a 300 member, 80 corporation energy and environmental association consisting of developers, T&D utilities, energy marketers, and end-user, consultant, and generation firms. Mr. Sheehan graduated from the California State University system with a B. A. in Management and a minor in biological science, as well as a Masters of Business Administration.
